In flexible asphalt pavement, the wearing course refers to the top asphalt layer that distributes loads directly to the pavement structure below. It protects the base and subgrade from traffic stresses and damage. The wearing course uses premium asphalt binder to improve durability.

The binder course gets flattened and compressed with a steel roller and a vibrating plate compactor where the roller won't go. It is then raked to give it a textured finish that will provide good adhesion with the next course.

The pavement mix types targeted are Open-Graded Friction Courses (OGFC), Stone Matrix Asphalt (SMA), and fine- and coarse-graded dense mixes. The Guide combines the selection criteria for these different pavement mix types into one document.

The composition and structure of flexible pavement consists of surface course, binder course, base course, subbase course, frost protection course, subgrade. Flexible pavements contain bitumen or asphalt layer as wearing course and supports loads through bearing. They have low flexural strength.

Step 5: Binder and Surface Course . Once the sub base is laid and any soft areas are identified and repaired, it is time to add the binder. The binder layer is large aggregate mixed with oil, making it very strong and durable. The binder layer can be thought of as the strength of any new asphalt surface. Asphalt concrete base (ACB), also called asphalt treated base (ATB), is a dense-graded HMA with a larger nominal maximum aggregate size (1 inch) intended for use as a base course or binder course (see Figure 1).
